Customs classification of other welded steel mesh 7314 39

CN code 7314 39 of the Combined Nomenclature covers other grill, netting and fencing of steel wire, welded at intersections, not falling under CN 7314 31 (galvanised). In commercial practice, these are non-galvanised welded mesh (raw, painted, phosphated), stainless steel welded mesh, welded fence panels with coatings other than zinc and welded reinforcing mesh without galvanising. These products are used in construction (floor and wall reinforcement), fencing, gabion baskets, cages and shelving. Classification under CN 7314 39 is residual to CN 7314 31. Plastic-coated welded mesh may be classified under CN 7314 42 or 7314 49 depending on construction.

Import requirements and CBAM for welded mesh 7314 39

Importing welded mesh under CN code 7314 39 into the EU is governed by the Union Customs Code. Since 1 January 2026, products from Chapter 73 fall within the scope of CBAM. Welded reinforcing mesh is subject to EN 10080 and requires CE. Stainless steel mesh for food applications must comply with Regulation (EC) No 1935/2004. Required documents include a commercial invoice with technical specifications, material certificate, CE declaration (reinforcement), manufacturer specification and certificate of origin. Products must comply with REACH. Current duty rates and trade measures should be verified in TARIC.

Trade measures for welded mesh 7314 39

Welded mesh under CN code 7314 39 may be subject to EU trade defence measures. Steel safeguard measures under the TRQ system may cover products under heading 7314. Imports from Russia and Belarus are subject to sanctions prohibitions. Anti-dumping duties on steel mesh from China may apply. The non-galvanised welded mesh market covers construction and industrial segments. Major suppliers include companies from China, Turkey and India. Preferential rates under EU FTAs may reduce costs. Total import cost includes duty, safeguard, CBAM and VAT.

Customs classification of other welded steel mesh (CN 7314 39)

CN code 7314 39 of the Combined Nomenclature covers other welded steel mesh within Chapter 73, which deals with articles of iron or steel. Classification in this chapter is based on the type of article, its intended use, manufacturing method (casting, forging, welding, stamping) and base material (cast iron, non-alloy steel, stainless steel or alloy steel). Correct classification requires analysis of technical documentation. Where classification is uncertain, importers can obtain Binding Tariff Information (BTI) ruling from customs authorities, valid for three years throughout the EU.
