Customs classification of plastic-coated chain-link 7314 42

CN code 7314 42 covers chain-link mesh of steel wire, coated with plastics (PVC, polyester or other polymers). These are chain-link fences with PVC coating in green, brown, black or other colours, used in residential, garden, sports and industrial fencing. The plastic coating serves protective and aesthetic functions. The wire core is typically galvanised steel providing dual protection. Classification requires chain-link construction and plastic coating. Galvanised chain-link without plastic falls under CN 7314 41, other chain-link under CN 7314 49.

Import requirements and CBAM for PVC mesh 7314 42

Importing plastic-coated mesh under CN 7314 42 into the EU is governed by the Union Customs Code. Since 1 January 2026, products from Chapter 73 fall within CBAM scope. PVC coating must comply with REACH regarding phthalates and heavy metals. Required documents include a commercial invoice with technical specifications, material certificate, REACH compliance declaration, manufacturer specification and certificate of origin. Fencing mesh should comply with EN 10223-3 and EN 10245.

Trade measures for plastic-coated mesh 7314 42

Plastic-coated mesh under CN 7314 42 may be subject to EU trade defence measures. Steel safeguard measures under TRQ may cover products under heading 7314. Imports from Russia and Belarus are subject to sanctions. Anti-dumping duties on fencing mesh from China may apply. Preferential rates under EU FTAs may reduce costs. Total import cost includes duty, safeguard, CBAM and VAT.

Technical standards and certification for plastic-coated chain-link steel mesh

Products classified under CN code 7314 42 (plastic-coated chain-link steel mesh) must comply with applicable EU technical standards. Depending on their intended use, these may include harmonised EN standards for construction products (CPR Regulation 305/2011), the Machinery Directive or the Pressure Equipment Directive (PED). Construction products require CE marking and a Declaration of Performance (DoP). Customs authorities verify compliance with technical requirements during clearance and may withhold release of goods where required documentation or certificates are missing.

Frequently asked questions

What distinguishes CN 7314 42 from CN 7314 41?
CN 7314 42 covers plastic-coated (PVC) chain-link mesh, while CN 7314 41 covers galvanised (zinc-only) chain-link mesh. The distinguishing criterion is the outer coating type. PVC-coated mesh may also have zinc on the core wire, but classification depends on the outer coating.
Is PVC-coated mesh under CN 7314 42 subject to CBAM?
Yes. Since 1 January 2026, plastic-coated mesh under CN 7314 42 falls within the CBAM mechanism. Importers must register as authorised CBAM declarants, submit quarterly emissions declarations and purchase CBAM certificates.
What REACH requirements apply to PVC coating on mesh?
PVC coating on fencing mesh must comply with REACH regarding chemical substances, particularly restrictions on phthalates (as PVC plasticisers) and heavy metals (cadmium, lead) in coatings. The importer should hold a manufacturer declaration of REACH compliance.
Are plastic-coated chain-link steel mesh under CN 7314 42 subject to anti-dumping duties?
The applicability of anti-dumping duties for CN code 7314 42 depends on current EU regulations and the country of origin. Anti-dumping duties are imposed on specific products from designated countries. The current status can be verified in the.
