BTI (Binding Tariff Information) is an official EU customs decision confirming the classification of goods. Valid for 3 years, binding across all EU member states.
Customs classification of other steel machine bands 7314 14
CN code 7314 14 of the Combined Nomenclature covers endless bands of steel wire other than stainless steel, for use in machinery. In commercial practice, these are carbon or low-alloy steel mesh conveyor belts, paper machine wires, filter belts and other endless mesh bands for industrial applications. Carbon steel bands are used in the cement, ceramic, metallurgical, glass and other industries where corrosion resistance is not required but high temperature or mechanical load tolerance is needed. Classification under CN 7314 14 requires steel material other than stainless, endless band form and machine use designation. Stainless steel bands are classified under CN 7314 12. Other woven wire cloth not forming endless machine bands falls under CN 7314 19. Classification follows the General Rules, Rules 1 and 6, and notes to Chapter 73.
Import requirements and CBAM for steel bands 7314 14
Importing steel bands under CN code 7314 14 into the EU is governed by the Union Customs Code. Since 1 January 2026, steel products from Chapter 73 fall within the scope of CBAM. Importers must register as authorised CBAM declarants, submit quarterly emissions declarations and purchase CBAM certificates. Conveyor belts forming part of machinery may be subject to the Machinery Regulation (EU) 2023/1230 regarding safety. Required documents include a commercial invoice with technical specifications (steel grade, mesh dimensions, width, strength, temperature resistance), material certificate, manufacturer specification and certificate of origin. Paper machine wires are subject to machine manufacturer specifications and industry standards. Products must comply with REACH. Current MFN duty rates and trade measures should be verified in TARIC.
Trade measures for steel bands 7314 14
Steel bands under CN code 7314 14 may be subject to EU trade defence measures. Steel safeguard measures under the TRQ system may cover products under heading 7314 with an additional 25 percent duty above the quota limit. Imports from Russia and Belarus are subject to sanctions prohibitions. Anti-dumping duties on steel bands from specific countries may apply. The carbon steel conveyor belt market serves the heavy industry, paper and building materials sectors. Major non-European suppliers include companies from China, India and Turkey. Preferential rates under EU FTAs may reduce import costs. Total import cost includes conventional duty, safeguard measures, CBAM and VAT. Current trade measures are available in TARIC.
Technical standards and certification for other steel woven bands for machines
Products classified under CN code 7314 14 (other steel woven bands for machines) must comply with applicable EU technical standards. Depending on their intended use, these may include harmonised EN standards for construction products (CPR Regulation 305/2011), the Machinery Directive or the Pressure Equipment Directive (PED). Construction products require CE marking and a Declaration of Performance (DoP). Customs authorities verify compliance with technical requirements during clearance and may withhold release of goods where required documentation or certificates are missing.
Frequently asked questions
What distinguishes CN 7314 14 from CN 7314 12?
CN code 7314 12 covers endless bands of stainless steel wire for machines, while CN 7314 14 covers endless bands of other steel (carbon, low-alloy) for machines. The distinguishing criterion is the steel grade - stainless (above 10.5 percent chromium) falls under 7314 12, other steel under 7314 14.
Are carbon steel bands under CN 7314 14 subject to CBAM?
Yes. Since 1 January 2026, steel bands under heading 7314 fall within the CBAM mechanism under Regulation (EU) 2023/956. Importers must register as authorised CBAM declarants, submit quarterly declarations of embedded emissions and purchase CBAM certificates. Certificate costs depend on the CO2 emission intensity and EU ETS allowance price.
What applications do bands under CN 7314 14 serve?
Endless carbon steel bands under CN 7314 14 are used as conveyor belts in the cement, ceramic, metallurgical and glass industries, paper machine wires and filter belts in industrial processes. They are designed for applications where corrosion resistance is not required but thermal and mechanical strength is essential.
Are other steel woven bands for machines under CN 7314 14 subject to anti-dumping duties?
The applicability of anti-dumping duties for CN code 7314 14 depends on current EU regulations and the country of origin. Anti-dumping duties are imposed on specific products from designated countries. The current status can be verified in the.
