Customs classification of other woven wire cloth 7314 19

CN code 7314 19 of the Combined Nomenclature covers other cloth made of steel wire not classified under CN 7314 12 and 7314 14. In commercial practice, these are woven wire mesh products (wire cloth) used as sieves, filters, protective screens, ventilation partitions and decorative elements. Wire cloth is produced by weaving steel wires of various diameters and mesh sizes in plain weave, twill weave or dutch weave patterns. Classification under CN 7314 19 is residual to CN 7314 12 and 7314 14 - covering wire cloth that does not constitute endless machine bands. Welded mesh is classified under separate codes (7314 31 to 7314 39). Chain-link mesh falls under codes 7314 41 to 7314 49. The decisive criterion is the manufacturing method - wire weaving. Classification follows the General Rules, Rules 1 and 6.

Import requirements and CBAM for wire cloth 7314 19

Importing woven wire cloth under CN code 7314 19 into the EU is governed by the Union Customs Code. Since 1 January 2026, steel products from Chapter 73 fall within the scope of CBAM. Stainless steel wire cloth for food contact must comply with Regulation (EC) No 1935/2004. Laboratory test sieves should meet EN ISO 3310-1 for test sieve requirements. Required documents include a commercial invoice with technical specifications (steel grade, wire diameter, mesh size, weave type, sheet or roll dimensions), material certificate, manufacturer specification and certificate of origin. Products must comply with REACH. Current MFN duty rates and trade measures should be verified in TARIC.

Trade measures for woven wire cloth 7314 19

Woven wire cloth under CN code 7314 19 may be subject to EU trade defence measures. Steel safeguard measures under the TRQ system may cover products under heading 7314. Imports from Russia and Belarus are subject to sanctions prohibitions. Anti-dumping duties on steel wire cloth from China may apply - the status should be verified in TARIC. The steel wire cloth market is specialised, covering industrial filtration, laboratory sieves, architectural screens and decorative elements. Major non-European suppliers include producers from China and India. Preferential rates under EU FTAs may reduce import costs. Total import cost includes duty, safeguard, CBAM and VAT. Current trade measures are available in TARIC.

Customs classification of other woven steel wire cloth (CN 7314 19)

CN code 7314 19 of the Combined Nomenclature covers other woven steel wire cloth within Chapter 73, which deals with articles of iron or steel. Classification in this chapter is based on the type of article, its intended use, manufacturing method (casting, forging, welding, stamping) and base material (cast iron, non-alloy steel, stainless steel or alloy steel). Correct classification requires analysis of technical documentation. Where classification is uncertain, importers can obtain Binding Tariff Information (BTI) ruling from customs authorities, valid for three years throughout the EU.
