Definition and scope

Subheading 8525 81 covers high-speed cameras - television cameras, digital still cameras and video cameras capable of recording at very high frame rates significantly exceeding standard speeds. The scope includes industrial high-speed cameras for motion analysis, ballistics and crash test cameras, scientific cameras for fast phenomena, sports slow-motion cameras and machine vision cameras. The key criterion is the ability to record at rates significantly higher than standard 25/30/60 fps. Standard video cameras fall under 8525 82. Digital still cameras with high-speed video may fall under 8525 81.

Regulatory requirements

High-speed cameras are subject to LVD and EMC with CE requirement. WiFi/Bluetooth cameras fall under RED. RoHS 2 and WEEE 2 apply. CBAM does not apply. Military-application cameras may be subject to dual-use export controls.

Export controls and RED requirements for devices 8525 81

Transmitters, cameras and transceiver equipment under CN 8525 81 are subject to RED 2014/53/EU (radio transmitters) and may face dual-use controls (Regulation 2021/821). Night vision and high-speed cameras may require export licences. MFN duty: 0% ITA for most devices. CE (RED + LVD + EMC) and RoHS 2 are required.
