Definition and scope

Subheading 8525 82 covers other digital cameras not classified as high-speed (8525 81). The scope includes digital still cameras (DSLR, mirrorless, compact), consumer and professional video cameras (camcorders), CCTV and surveillance cameras (IP cameras, analogue cameras), action cameras, webcams, thermal imaging cameras, drone cameras (camera as component) and digital instant cameras. The key criterion is digital image capture (photo or video). Smartphones with cameras fall under 8517 13. Film motion picture cameras under heading 9007. Medical cameras may fall under heading 9018.

Regulatory requirements

Digital cameras are subject to EMC and LVD with CE requirement. WiFi/Bluetooth cameras fall under RED. From 2024, cameras with charging fall under USB-C requirement (Regulation (EU) 2022/2380). RoHS 2 and WEEE 2 apply. Lithium batteries are subject to the Battery Regulation and dangerous goods transport rules. CBAM does not apply. CCTV cameras are subject to GDPR data protection regulations regarding installation and use. GPSR requires EU representative.

Duty rates

MFN rates should be verified in TARIC. Digital cameras as IT products may benefit from ITA 0%. Major camera producers: Japan (Canon, Sony, Nikon, Fujifilm), China (DJI for drone cameras). CCTV: China (Hikvision, Dahua), South Korea. Documentation includes invoice with specifications, EORI, CE declaration, RoHS, WEEE and lithium battery transport documents. National VAT levied.

Export controls and RED requirements for devices 8525 82

Transmitters, cameras and transceiver equipment under CN 8525 82 are subject to RED 2014/53/EU (radio transmitters) and may face dual-use controls (Regulation 2021/821). Night vision and high-speed cameras may require export licences. MFN duty: 0% ITA for most devices. CE (RED + LVD + EMC) and RoHS 2 are required.
