Definition und Umfang
Die Unterposition 8525 82 umfasst andere Digitalkameras: DSLR-, spiegellose und Kompaktkameras, Camcorder, CCTV-/Ueberwachungskameras, Action-Kameras, Webcams, Waermebildkameras und Drohnenkameras. Smartphones mit Kamera fallen unter 8517 13. Filmkameras unter Position 9007. Medizinkameras unter 9018.
Regulatorische Anforderungen
Digitalkameras unterliegen EMV und LVD mit CE-Pflicht. WiFi/Bluetooth-Kameras unterliegen RED. Ab 2024 USB-C-Pflicht für Kameras mit Ladefunktion. RoHS 2 und WEEE 2 gelten. Lithiumbatterien unterliegen Gefahrgutvorschriften. CBAM gilt nicht. CCTV-Kameras unterliegen der DSGVO bezueglich Installation und Nutzung.
Zollsätze
MFN-Sätze in TARIC prüfen. Digitalkameras als IT-Produkte können vom ITA-Nullzoll profitieren. Wichtige Hersteller: Canon, Sony, Nikon, Fujifilm (Japan), DJI (China für Drohnenkameras), Hikvision, Dahua (China für CCTV). Nationale MwSt. wird erhoben.
Exportkontrollen und RED-Anforderungen für Geräte 8525 82
Sender, Kameras und Sende-Empfangsgeräte unter 8525 82 unterliegen der RED 2014/53/EU und können Dual-Use-Kontrollen (Verordnung 2021/821) unterliegen. Nachtsicht- und Hochgeschwindigkeitskameras können Ausfuhrgenehmigungen erfordern. MFN-Zollsatz: 0% (ITA). CE (RED + LVD + EMV) und RoHS 2 sind erforderlich.
