BTI (Binding Tariff Information) is an official EU customs decision confirming the classification of goods. Valid for 3 years, binding across all EU member states.

Classification of other longitudinally welded pipes - CN 730539

CN code 730539 covers other longitudinally welded steel pipes with outside diameter exceeding 406.4 mm, not under 730531 (stainless) or preceding subheadings. This residual subheading covers alloy steel (other than stainless) pipes longitudinally welded for special applications requiring enhanced strength or thermal resistance. Used in industrial installations, power generation and petrochemistry. Produced from alloy steel per EN 10217 or relevant industry standards.

Import requirements for welded pipes CN 730539

Importing pipes under CN 730539 follows standard customs procedures and technical requirements. Pressure pipes fall under PED 2014/68/EU with CE marking. Required documents include commercial invoice, material certificate EN 10204, weld inspection reports, transport documents and certificate of origin. From 1 January 2026, imports may be subject to CBAM. Correct classification requires ruling out subheading 730531 (stainless).

Trade measures for welded pipes CN 730539

Pipes under CN 730539 are subject to EU safeguard measures in TRQ form with 25% additional duty. AD duties may apply to welded pipes from China, India or Turkey. Imports from Russia and Belarus are subject to sanctions. Preferential rates available under FTAs. Total costs include MFN duty, AD, safeguard, CBAM and VAT. Current measures in TARIC.

Customs classification of other longitudinally welded pipes >406 mm (CN 7305 39)

CN code 7305 39 of the Combined Nomenclature covers other longitudinally welded pipes >406 mm within Chapter 73, which deals with articles of iron or steel. Classification in this chapter is based on the type of article, its intended use, manufacturing method (casting, forging, welding, stamping) and base material (cast iron, non-alloy steel, stainless steel or alloy steel). Correct classification requires analysis of technical documentation. Where classification is uncertain, importers can obtain Binding Tariff Information (BTI) ruling from customs authorities, valid for three years.

Frequently asked questions

How does subheading 730539 differ from 730531?
730531 covers stainless steel longitudinally welded pipes >406 mm, while 730539 covers other longitudinally welded pipes >406 mm (alloy steel other than stainless). The distinguishing criterion is the steel type - stainless vs alloy. A BTI ruling is recommended in cases of doubt.
What standards apply to alloy steel welded pipes?
Alloy pressure pipes are governed by EN 10217 specifying material, dimensional and testing requirements. Material certificate EN 10204 type 3.1 or 3.2 is mandatory. CE marking under PED 2014/68/EU is required for pressure pipes. Welds require full NDT.
Are pipes under CN 730539 subject to CBAM?
From 1 January 2026, CBAM enters full operation. Welded pipes as steel products under Chapter 73 may be subject to CBAM. Importers should verify the current scope for subheading 730539 and comply with registration and emissions reporting if covered.
What is the EU duty rate for CN code 7305 39 in 2026?
The duty rate for CN code 7305 39 (other longitudinally welded pipes >406 mm) is set in the TARIC tariff and depends on the country of origin. Preferential rates may apply under EU trade agreements. The current rate can be checked in the European.
