BTI (Binding Tariff Information) is an official EU customs decision confirming the classification of goods. Valid for 3 years, binding across all EU member states.

Classification of other circular welded pipes >406 mm - CN 730519

CN code 730519 covers other welded steel pipes of circular cross-section with outside diameter exceeding 406.4 mm, not under 730511 or 730512. This mainly covers spiral welded pipes (HSAW/SSAW) where the seam follows a helical line around the pipe circumference. Spiral welded pipes are produced from steel strip (coil) wound helically and SAW welded. They are a cost-effective alternative to LSAW pipes, used in water, sewerage, low-pressure gas pipelines and foundation piles. Produced from steel grades L245-L450 or S235-S355. Diameters from 406 mm to over 3000 mm. Classification under 730519 is residual.

Import requirements for spiral welded pipes CN 730519

Importing pipes under CN code 730519 into the EU is subject to Union Customs Code. Pressure pipes fall under PED, structural pipes under CPR. Required documents include commercial invoice, material certificate EN 10204, weld inspection reports (RT and UT over full spiral weld length), hydrostatic test reports, transport documents and certificate of origin. From 1 January 2026, imports may be subject to CBAM. Spiral welded pipes require particular attention in weld inspection due to greater weld length compared to LSAW pipes.

Trade defence measures for pipes CN 730519

Pipes under CN code 730519 are subject to EU safeguard measures in TRQ form with 25% additional duty. AD duties may apply to welded pipes from China, India or Turkey. Imports from Russia and Belarus are subject to sanctions. Spiral welded pipes are a significant large-diameter segment due to lower production costs. Major suppliers include China, India, Turkey and EU producers. Total costs include MFN duty, AD, safeguard, CBAM and VAT. Current measures in TARIC.

Customs classification of other circular welded pipes >406 mm (CN 7305 19)

CN code 7305 19 of the Combined Nomenclature covers other circular welded pipes >406 mm within Chapter 73, which deals with articles of iron or steel. Classification in this chapter is based on the type of article, its intended use, manufacturing method (casting, forging, welding, stamping) and base material (cast iron, non-alloy steel, stainless steel or alloy steel). Correct classification requires analysis of technical documentation. Where classification is uncertain, importers can obtain Binding Tariff Information (BTI) ruling from customs authorities, valid for three years throughout.

Frequently asked questions

What are spiral welded (HSAW) pipes under CN 730519?
Spiral welded pipes (helical submerged arc welded) are produced from steel strip wound helically and SAW welded. The seam follows a spiral around the pipe circumference. They are a cost-effective alternative to LSAW pipes, used in water, sewerage and low-pressure gas pipelines. Diameters range from 406 mm to over 3000 mm.
How do LSAW pipes (730511/730512) differ from HSAW (730519)?
LSAW pipes have longitudinal seams (along the pipe axis), HSAW pipes have spiral seams following a helix. LSAW pipes are produced from individual plates, HSAW from continuous steel strip. LSAW pipes offer higher weld quality for higher-pressure applications. HSAW pipes are more cost-effective for lower pressures.
Are spiral welded pipes subject to CBAM?
From 1 January 2026, CBAM enters its full operational phase. Welded pipes as steel products under Chapter 73 may be subject to CBAM. Importers should verify the current scope for subheading 730519 and comply with registration, emissions reporting and certificate purchase if covered.
What is the EU duty rate for CN code 7305 19 in 2026?
The duty rate for CN code 7305 19 (other circular welded pipes >406 mm) is set in the TARIC tariff and depends on the country of origin. Preferential rates may apply under EU trade agreements. The current rate can be checked in the European.
