Einreihung von Stahlwolle und Topfreinigern unter 7323 10
Die Unterposition 7323 10 umfasst Stahlwolle, Topfreiniger und Scheuer- oder Polierauflagen aus Eisen oder Stahl. Es handelt sich um Kuechen- und Reinigungsprodukte aus fein gedrehtem Stahldraht oder Metallwolle. Stahlwolle dient zum Reinigen, Schleifen und Polieren. Topfreiniger (Stahlschwamme) zum Spuelen von Toepfen, Pfannen und anderen Kuechengeraeten. Die Einreihung erfordert Eisen- oder Stahlmaterial und Reinigungs- oder Polierfunktion. Kunststoffschwamme fallen unter Kapitel 39, Textiltuecher unter Kapitel 63, Kupfer- oder Messingreiniger unter Kapitel 74.
Einfuhranforderungen für Stahlwolle 7323 10
Kuechenreiniger sind Erzeugnisse mit indirektem Lebensmittelkontakt und unterliegen der Verordnung (EG) 1935/2004. GPSR legt Sicherheitspflichten fest - Reiniger müssen frei von scharfen Fragmenten sein. REACH-konform. Grundsaetzlich nicht CBAM-pflichtig. Einfuhren aus Russland und Belarus unterliegen Sanktionen. China ist der fuehrende Lieferant. AD-Zoelle auf Einfuhren aus China können gelten - im TARIC prüfen. Stahlschutzmassnahmen können gelten. Einfuhren aus Russland und Belarus unterliegen Sanktionen. Topfreiniger sind Niedrigwerterzeugnisse mit hohem Einfuhrvolumen. Korrekte Einreihung ist wichtig, da Zollsätze zwischen Unterpositionen der Position 7323 variieren. Technische Normen und Zertifizierung für Stahlwolle und Topfreiniger
Erzeugnisse unter KN-Code 7323 10 (Stahlwolle und Topfreiniger) müssen die geltenden technischen Normen der EU erfüllen. Je nach Verwendungszweck können dies harmonisierte EN-Normen für Bauprodukte (BauPVO 305/2011), die Maschinenrichtlinie oder die Druckgeräterichtlinie (DGRL) sein. Bauprodukte erfordern eine CE-Kennzeichnung und eine Leistungserklärung (DoP). Die Zollbehörden überprüfen die Einhaltung technischer Anforderungen bei der Abfertigung und können die Freigabe bei fehlenden Unterlagen oder Zertifikaten verweigern.

Kuechenreiniger zum Spuelen unterliegen der Verordnung (EG) 1935/2004 über Lebensmittelkontaktmaterialien. Erzeugnisse duerfen keine gesundheitsgefaehrdenden Stoffe freisetzen. Einfuehrer sind für die Konformität verantwortlich. Migrationspruefungen können erforderlich sein.
Unterliegt Stahlwolle dem CBAM?
Stahlwolle und Reiniger der Unterposition 7323 10 unterliegen grundsaetzlich nicht dem CBAM als Fertigerzeugnisse des Kapitels 73. Der CBAM erfasst hauptsächlich Stahlgrunderzeugnisse. Der Geltungsbereich ist in den aktuellen Vorschriften zu prüfen.
