BTI (Binding Tariff Information) is an official EU customs decision confirming the classification of goods. Valid for 3 years, binding across all EU member states.

Classification of welded line pipe - CN 730611

CN code 730611 covers welded steel tubes and pipes of a kind used for oil or gas pipelines (line pipe) with outside diameter not exceeding 406.4 mm. Produced by electric resistance welding (ERW), submerged arc welding (SAW) or other welding methods. ERW pipes constitute the majority of production in this diameter range. Produced from carbon or low-alloy steel in grades L245-L450 per EN ISO 3183 or API 5L. Diameters from 21 mm to 406 mm, wall thicknesses from 2 mm to 25 mm. Classification requires welding and oil/gas pipeline purpose at diameter up to 406.4 mm.

Import requirements for welded line pipe CN 730611

Importing pipes under CN 730611 into the EU is subject to Union Customs Code and PED 2014/68/EU for pressure pipes with CE marking. EN ISO 3183 or API 5L specifies requirements. Required documents include commercial invoice, material certificate EN 10204, weld inspection reports (UT over full weld length) and hydrostatic test reports, transport documents and certificate of origin. From 1 January 2026, imports may be subject to CBAM.

Trade measures for welded line pipe CN 730611

Pipes under CN 730611 are subject to EU safeguard measures in TRQ form with 25% additional duty. AD duties may apply to pipes from China, India or Turkey. Imports from Russia and Belarus are subject to sanctions. ERW line pipe is a major welded pipe market segment. Major suppliers include China, India, Turkey, Korea and EU producers. Total costs include MFN duty, AD, safeguard, CBAM and VAT. Current rates in TARIC.

Customs classification of welded line pipe up to 406 mm (CN 7306 11)

CN code 7306 11 of the Combined Nomenclature covers welded line pipe up to 406 mm within Chapter 73, which deals with articles of iron or steel. Classification in this chapter is based on the type of article, its intended use, manufacturing method (casting, forging, welding, stamping) and base material (cast iron, non-alloy steel, stainless steel or alloy steel). Correct classification requires analysis of technical documentation. Where classification is uncertain, importers can obtain Binding Tariff Information (BTI) ruling from customs authorities, valid for three years throughout the EU.

Frequently asked questions

What are ERW line pipes under CN 730611?
ERW (Electric Resistance Welded) pipes are produced by forming steel strip into a tube and welding edges using high-frequency current. They constitute the majority of line pipe production at diameters up to 406 mm. Designed for oil and gas pipelines. Produced to EN ISO 3183 or API 5L.
What weld testing is required for ERW pipes?
ERW weld seams must undergo ultrasonic testing (UT) over the full length. Hydrostatic tests, flattening tests and expansion tests are also required. EN ISO 3183 and API 5L specify testing requirements. Test reports form part of mandatory import documentation.
Are welded line pipes ≤406 mm subject to CBAM?
From 1 January 2026, CBAM enters full operation. Welded pipes under Chapter 73 may be subject to CBAM. Importers should verify the current scope for 730611 and comply with registration and emissions reporting if covered.
What is the EU duty rate for CN code 7306 11 in 2026?
The duty rate for CN code 7306 11 (welded line pipe up to 406 mm) is set in the TARIC tariff and depends on the country of origin. Preferential rates may apply under EU trade agreements. The current rate can be checked in the European Commission's.
