BTI (Binding Tariff Information) is an official EU customs decision confirming the classification of goods. Valid for 3 years, binding across all EU member states.

Product characteristics and tariff classification

CN code 620721 covers men's or boys' nightshirts and pyjamas of cotton, made from woven fabrics. Heading 6207 of the Combined Nomenclature classifies men's underwear, nightshirts, pyjamas, bathrobes and similar domestic garments. Nightshirts under this code are garments intended for sleeping, with a loose cut, typically reaching below the knees. Pyjamas consist of two parts - a top and trousers. The fabric must be woven, and cotton must be the predominant fibre by weight. Knitted cotton equivalents are classified under Chapter 61. When determining classification, it is important to distinguish between nightshirts and daywear shirts - the cut, finish and intended use declared by the manufacturer determine classification, not merely the external appearance of the garment.

Regulatory requirements and product safety

Cotton men's nightshirts and pyjamas imported into the EU are subject to the Textile Regulation (EU) No 1007/2011, requiring fibre composition on a permanent label. Since nightwear is worn directly against the skin, REACH restrictions on azo dyes (Annex XVII entry 43), formaldehyde and fabric pH apply. Nightwear flammability is regulated at national level in some EU member states. Most EU countries do not have mandatory flammability standards for adult nightwear, but the GPSR Regulation (EU) 2023/988 requires importers to conduct risk assessments including fire hazard evaluation. Children's clothing is subject to stricter safety requirements, and importers should verify whether the target age group falls under children's product safety regulations.

Practical import and export considerations

The customs declaration for nightshirts under CN code 620721 should include a product description covering the garment type (nightshirt, pyjamas), material (cotton), intended gender and construction method (woven). For pyjamas imported as two-piece sets, both parts are classified together under a single CN code. If parts are imported separately, each is classified individually according to CN rules. Commercial documentation should include an invoice with transaction value, fibre composition specification and any certificate of origin. Preferential duty rates are available under FTA agreements and the GSP system provided rules of origin are met, which for textile products typically require at least two processing stages (weaving and making-up) in the beneficiary country.

Cotton men's pyjamas - flammability and safety

CN 6207 21 covers men's nightshirts and pyjamas of cotton, made from woven fabric. Pyjamas as sleepwear are subject to particular attention regarding fire safety. While the EU does not have a mandatory flammability standard for adult pyjamas, GPSR requirements oblige importers to ensure product safety. Children's pyjamas must meet additional requirements for flammability and mechanical properties (cords, buttons). Labels must include fibre composition and washing instructions.

Frequently asked questions

Are two-piece cotton pyjamas for men classified under code 620721?
Yes. Men's pyjamas of woven cotton fabric, whether one-piece or two-piece, are classified under code 620721. When imported as a set, both parts are classified together. General Interpretive Rule 3b allows classification of sets under the code that gives them their essential character.
Are there EU flammability standards for men's nightwear?
There is no unified EU flammability standard for adult nightwear. Some member states may have national regulations. However, GPSR Regulation (EU) 2023/988 requires importers to conduct risk assessments including fire hazard evaluation. Importers should check the national requirements of their target market before placing products on sale.
How is a nightshirt distinguished from a daywear shirt for customs classification?
Construction features and intended use are decisive: nightshirts have a looser cut, are longer, made from lighter or softer fabrics and are intended for sleeping. Daywear shirts have structured collars, cuffs and are designed as outerwear. Customs authorities consider the overall appearance, material, finish and manufacturer's declaration.
Do men's cotton pyjamas require a flammability certificate?
The EU does not mandate a flammability certificate for adult pyjamas under CN 6207 21. However, GPSR requires importers to ensure general product safety. Children's pyjamas are subject to stricter requirements.
