BTI (Binding Tariff Information) is an official EU customs decision confirming the classification of goods. Valid for 3 years, binding across all EU member states.

Scope of subheading 850450 - inductors (chokes)

Subheading 850450 covers inductors (chokes, inductors), i.e. passive electromagnetic components other than transformers and ballasts. Used for current filtering, harmonic suppression, reactive power compensation and EMC interference suppression. Products include: line chokes, EMC filter chokes, DC smoothing chokes, series/shunt reactors and power inductors for switching converters. Classification requires a single-winding inductive component, not a transformer (two windings with energy transfer) or ballast (850410). Classification per GRI 1 and 6.

Regulatory requirements for inductors

Import requires EORI. LVD and EMC apply to finished devices containing chokes. RoHS 2 applies to consumer device chokes. IEC 61558 and IEC 60076-6 define parameters. IT chokes may qualify for ITA 0%. CBAM does not apply.

Customs duties and trade in inductors

MFN rates should be verified in TARIC. Chokes may qualify for ITA 0% as IT components. Main exporters: China, Japan, Taiwan. Growing market with switching converters, PV inverters and EV chargers. Preferential rates under FTAs require rules of origin. VAT charged on import.

Energy efficiency requirements for transformers 8504 50

Transformers under CN 8504 50 are subject to Ecodesign Regulation (EU) 2019/1783, setting minimum efficiency classes (Tier 2 since July 2021). MFN duty: 2.7%. Import requires CE declaration (LVD + EMC). Liquid-dielectric transformers may face additional REACH requirements regarding chemicals in transformer oil. A BTI ruling provides classification certainty.

Frequently asked questions

How does an inductor (850450) differ from a transformer (850421–34)?
An inductor has one winding and stores energy in a magnetic field, filters current or suppresses interference. A transformer has at least two windings and transfers energy electromagnetically between circuits. Classification: one winding = inductor (850450), two windings with energy transfer = transformer (850421–850434).
Are EMC chokes classified under 850450?
Yes. EMC filter chokes (common-mode, differential-mode) are classified under 850450 as inductors. Passive electromagnetic components for interference suppression. Duty rates should be verified in TARIC.
Are inductors subject to CBAM?
No. CBAM covers: steel, aluminium, cement, fertilisers, electricity and hydrogen. Inductors from Chapter 85 are not within CBAM scope.
What efficiency classes apply to transformers under 8504 50?
Transformers under 8504 50 are subject to Ecodesign Regulation (EU) 2019/1783, requiring Tier 2 efficiency since July 2021 for transformers ≥ 1 kVA.
