CN code 8471 41 of the Combined Nomenclature covers other automatic data processing (ADP) machines containing in the same housing at least a central processing unit and an input and output device, whether or not combined. This subheading includes desktop computers, all-in-one computers with integrated monitors, workstations and other ADP machines that are not laptops (8471 30) or systems presented separately (8471 49). The classification criterion is the presence of a processor, working memory and input/output devices in a single housing or combination. Subheading 8471 41 requires the device to meet the ADP machine definition in Note 6A to Chapter 84 - programmability, capability to execute a stored program, to store and retrieve data. Customs duties and ITA for desktop computers

Desktop computers under CN code 8471 41 are covered by the WTO ITA. The MFN rate is 0%, which should be confirmed in the current TARIC database. The ITA eliminates duties on all ADP machines under heading 8471 for agreement signatories. Products under Chapter 84 are not subject to CBAM. VAT is charged at import at the national rate. Preferential FTA rates are of no practical significance given the 0% MFN rate. Autonomous EU duty suspensions may cover certain electronic components.
