EU003According to The Special Provisions of Section II (A) (3) of the Preliminary Provisions of the Combined Nomenclature the suspension of customs duties for goods for certain categories of ships, boats and other vessels and for drilling or production platforms shall be subject to conditions laid down in the relevant provisions of the European Union with a view to customs control of the use of such goods.

This classification includes flat-blade (slotted) screwdrivers with a straight or flattened wedge-shaped tip matching a single-slot screw head, Phillips (PH) and Pozidrive (PZ) cross-point screwdrivers with a star-shaped tip, Torx (TX) and Torx Tamper-Resistant (TTX) screwdrivers with a six-lobe star tip, precision screwdrivers (watchmaker and electronics screwdrivers) with interchangeable or fixed small-diameter bits, and VDE-insulated screwdrivers with enhanced electrical protection rated for work on live circuits. The decisive criterion for classification in this subheading is the absence of any mechanical drive - the tool is rotated exclusively by the wrist and hand through a handle. Electric, cordless or pneumatic screwdrivers are classified in Chapter 84 or 85. Screwdrivers are distinguished from heading 8204 (spanners and wrenches) by the working tip geometry (screwdriver blade rather than a spanner profile).
