An ‘item’ is determined by the product's tariff classification, not by the number of physical pieces. Commission examples: 5 identical T-shirts = €3 (1 item); a T-shirt and a watch = €6 (2 items). The measure covers distance sales in consignments valued up to €150. The Commission states an exception for goods covered by preferential agreements or customs union measures when VAT was not collected through IOSS and the goods are declared in H1. European Commission guidance (08 Jun 2026, updated 20 Jul 2026)
Tariff data footnote textFrom 1 July 2026 until 1 July 2028, a customs duty of EUR 3 per item in a consignment the intrinsic value of which does not exceed a total of EUR 150 shall apply instead of the relief eliminated pursuant to Article 1 of this Regulation, where:(a) the importation of the goods is exempt from VAT in accordance with Article 143(1), point (ca), of Directive 2006/112/EC; or(b) the goods are in a postal consignment as defined in Article 1, point (24), of Delegated Regulation (EU) 2015/2446.

Product characteristics and classification of PEG

CN code 390721 covers other polyethers including polyethylene glycol (PEG, polyoxyethylene) in primary forms. PEG is a polymer of ethylene oxide with the general formula HO-(CH2CH2O)n-H. Depending on molecular weight, PEG comes as a liquid (PEG 200-600), waxy paste (PEG 1000-2000) or solid (PEG 3000 and above). PEG is a water-soluble, non-toxic and biocompatible polymer, making it one of the most widely used polymers in pharmaceuticals, cosmetics and the food industry. PEG is used as a solvent, emulsifier, plasticiser, cream and ointment component, tablet excipient and brake fluid component. For customs classification, the molecular weight is key, as low-molecular-weight ethylene glycols (mono-, di-, triethylene glycol) are classified in Chapter 29.

Regulatory requirements for import

Importing PEG into the EU is subject to REACH. PEG with molecular weight meeting the polymer definition is exempt from registration, but monomers and starting substances (ethylene oxide) are subject to REACH. Ethylene oxide is carcinogenic Category 1B and mutagenic, imposing strict requirements on controlling residual EO content in PEG. Pharmaceutical-grade PEG is subject to the European Pharmacopoeia (Macrogols monograph). Food-contact PEG must comply with Regulation (EU) No 10/2011. PEG in cosmetics is subject to Regulation (EC) No 1223/2009. Low molecular weight PEG requires assessment for 1,4-dioxane as a process contaminant.

Trade and customs procedures

When importing PEG under CN code 390721, customs documentation should include a technical specification with molecular weight (or range), commercial form, residual ethylene oxide content and intended use. Duty rates should be verified in the TARIC system. Major PEG producers include BASF, Dow, Ineos, Clariant and Indian manufacturers. The PEG market is growing in pharmaceutical, cosmetic and biotechnology segments (protein PEGylation). Liquid PEG is transported in drums or tanks, solid PEG on pallets. PEG is not an ADR dangerous good. Preferential duty rates may be available under FTA agreements.

Properties of Polyethylene glycol PEG and trade applications

Polyethylene glycol PEG classified under CN code 3907 21 are polymers in primary forms (granules, powder, liquid, block) imported as feedstock for plastics processing. Import requires REACH registration, Safety Data Sheets and technical specifications including molecular weight, density and melt flow index (MFI). Products intended for food contact must comply with Regulation (EU) 10/2011 and be listed on the positive monomer list.

Frequently asked questions

How to distinguish PEG from ethylene glycol in classification?
Ethylene glycol (monoethylene glycol), diethylene glycol and triethylene glycol are monomers and oligomers classified in Chapter 29 as polyhydric alcohols. PEG (polyethylene glycol) is an ethylene oxide polymer with higher molecular weight, classified under code 390721. The boundary is the molecular weight meeting the polymer definition.
Does pharmaceutical-grade PEG have a different CN code?
No. Pharmaceutical-grade PEG (macrogol) is classified under the same code 390721 as technical PEG. The difference concerns regulatory requirements - pharmaceutical PEG must meet the European Pharmacopoeia monograph regarding purity, ethylene oxide and 1,4-dioxane content.
Is PEG safe for food contact?
PEG approved for food contact must comply with Regulation (EU) No 10/2011. PEG of specified molecular weights is listed on the authorised substances list. Residual ethylene oxide and 1,4-dioxane content must be below safety limits. A manufacturer's declaration of compliance is required.
What technical specifications are needed for import of CN 3907 21?
Import of CN 3907 21 requires specifications: molecular weight, density, MFI, comonomer composition. SDS and REACH registration above 1 tonne/year are mandatory. For food-contact applications, compliance with Regulation (EU) 10/2011 is required.
