Classification of cationic surfactants

CN code 340241 covers cationic organic surface-active agents, whether or not put up for retail sale. Cationic substances contain positively charged functional groups such as quaternary ammonium compounds (QAC). They are used as fabric softeners, antistatic agents, cosmetic emulsifiers, biocides and disinfectants. Key substances include benzalkonium chloride, cetyltrimethylammonium chloride (CTAC) and didecyldimethylammonium chloride.

REACH, CLP and biocidal regulations

Cationic surfactants are subject to REACH registration. Many QACs are classified as corrosive (Skin Corr. 1) and toxic to aquatic organisms (Aquatic Acute 1) requiring CLP labelling. QACs used as biocides are subject to Regulation (EU) No 528/2012 and require biocidal product authorisation. A Safety Data Sheet with exposure scenarios is mandatory. Transport of concentrated QACs may be subject to ADR as Class 8 corrosive.

Detergent classification under Reg. 648/2004

Importing Cationic surface-active agents (CN 3402 41) is subject to Regulation (EC) 648/2004 on detergents. Surfactants must meet biodegradability requirements (minimum 60% within 28 days). Labels must include composition, warnings, and manufacturer data per CLP. Products for skin contact are additionally subject to Cosmetics Regulation 1223/2009. Import requires a Safety Data Sheet and correct CLP classification. Packaging must comply with Packaging Directive 94/62/EC. Customs control may verify phosphate content. REACH registration applies for volumes above 1 tonne per year.
