Are nicotine-free e-cigarettes subject to TPD?
No. TPD covers only nicotine-containing e-cigarettes. Nicotine-free products are subject to GPSR and national regulations.

GPSR chemical safety requirements. CLP classification may apply. Some countries require safety testing and composition labelling.
