Definition
The A.TR movement certificate confirms a good's free-circulation status within the scope of the EU-Turkey customs union; the good may previously have been imported from a third country and customs-cleared. A.TR is not proof of origin and does not by itself remove measures that depend on origin. The customs union has a limited scope; separate arrangements apply to agricultural products and coal and steel. Check the specific goods in TARIC.
