EU003According to The Special Provisions of Section II (A) (3) of the Preliminary Provisions of the Combined Nomenclature the suspension of customs duties for goods for certain categories of ships, boats and other vessels and for drilling or production platforms shall be subject to conditions laid down in the relevant provisions of the European Union with a view to customs control of the use of such goods.

Definition und Umfang der Unterposition 2914 23 - aromatische Ketone
Die Unterposition 2914 23 der Kombinierten Nomenklatur erfasst aromatische Ketone ohne andere Sauerstofffunktionen und bildet eine Untergruppe innerhalb der Position 2914 (Ketone und Chinone). Wesentliche Stoffe sind: Acetophenon (Methylphenylketon, CAS 98-86-2) - das einfachste aromatische Keton, eine farblose Flüssigkeit mit intensivem Blumenduft, industriell hergestellt durch Oxidation von Ethylbenzol oder Friedel-Crafts-Acylierung von Benzol mit Acetylchlorid; verwendet als Parfum- und Aromatisierungsinhaltsstoff, als Photoinitiator in UV-haertenden Systemen und der Photochemie, als Lösungsmittel in der Kunststoff- und Lackindustrie sowie als pharmazeutisches und agrochemisches Zwischenprodukt; Benzophenon (Diphenylketon, CAS 119-61-9) - ein Diaryl-aromatisches Keton, ein Feststoff mit rosenaehnlichem Geruch; verwendet als Photoinitiator in UV-Haertungssystemen, als UV-Absorber in Kosmetika und Kunststoffen, als Riechstoff in der Parfumerie und Koerperpflege sowie als Rohstoff für die Herstellung von Pharmazeutika und Agrochemikalien. Die Unterposition 2914 23 hat eine gefestigte Struktur in der KN und erfasst Verbindungen mit einer Carbonylgruppe (C=O) direkt an einem aromatischen Ring (Arylketon). Die Einreihung setzt die Uebereinstimmung mit Anmerkung 1 zu Kapitel 29 KN voraus - der Stoff muss eine chemisch definierte, gesonderte organische Verbindung sein. Die Einreihung erfolgt gemäß den Allgemeinen Vorschriften für die Auslegung der KN, Vorschriften 1 und 6. Bei Zweifeln wird eine VZTA empfohlen.
REACH, CLP und SDB für aromatische Ketone der Unterposition 2914 23 - Importanforderungen
Acetophenon und Benzophenon, die in die Europäische Union eingeführt werden, unterliegen der REACH-Verordnung (EG) Nr. 1907/2006. Importeure ausserhalb der EU müssen eine REACH-Registrierung bei der ECHA unterhalten oder einen alleinigen Vertreter (OR) benennen, sofern die Einfuhrmenge 1 Tonne oder mehr pro Jahr betraegt; beide Stoffe sind umfassend bei der ECHA registriert. Acetophenon wird gemäß CLP-Verordnung (EG) Nr. 1272/2008 als entflammbare Flüssigkeit der Kategorie 3 (Flam.
