Classification scope of subheading 8481 80
Subheading 8481 80 of the Combined Nomenclature covers other taps, cocks, valves and similar appliances for pipes, boiler shells, tanks, vats or the like, not specified in subheadings 8481 10-8481 40. This is a broad residual subheading covering ball valves, gate valves, globe valves, butterfly valves, diaphragm valves, ball cocks, needle valves and many other types of industrial fittings. Classification requires establishing that the valve is not a pressure-reducing valve (8481 10), oleohydraulic valve (8481 20), check valve (8481 30) or safety valve (8481 40). GRI Rules 1 and 6 form the basis. Due to the broad scope, a BTI ruling is recommended.
Import requirements for valves (8481 80)
Importing valves under subheading 8481 80 into the EU requires compliance with the UCC. Valves for pressure service are subject to the PED 2014/68/EU. Valves for drinking water must meet EN material standards. Valves for gas installations are subject to gas safety regulations. Documentation includes a commercial invoice, transport document, technical specification and CE declaration. VAT applies on import. Duty rates should be verified in TARIC.
Duty rates and trade measures for subheading 8481 80
MFN duty rates for valves under subheading 8481 80 should be verified in TARIC. Preferential rates may be available under EU FTAs. Imports of valves from China may be subject to anti-dumping measures. Imports from Russia and Belarus are subject to EU sanctions. VAT applies on import. Due to the diversity of valve types, rates may vary by 8-digit classification. All rates should be verified in TARIC.
PED certification and valve imports under 8481 80
Valves under CN 8481 80 are subject to the Pressure Equipment Directive (PED) 2014/68/EU if intended for pressure installations above 0.5 bar. MFN duty: 1.7%. Gas installation valves additionally require compliance with Gas Appliances Regulation (EU) 2016/426. CE certification must include conformity assessment appropriate to the valve pressure category.
Frequently asked questions
What valves are classified under subheading 8481 80?
Subheading 8481 80 covers other taps, cocks and valves not in subheadings 8481 10-8481 40. This includes ball valves, gate valves, globe valves, butterfly valves, diaphragm valves and many others. It is a broad residual subheading. Pressure-reducing valves under 8481 10, safety valves under 8481 40. Duty rates should be verified in TARIC.
Do valves under subheading 8481 80 require CE marking?
Valves under subheading 8481 80 for pressure service are subject to PED 2014/68/EU and may require CE marking. The hazard category depends on working pressure, diameter and type of medium. Valves for water and gas installations are subject to additional EN standards. The manufacturer must issue an EU declaration of conformity.
What documents are needed to import valves (8481 80)?
Importing valves under subheading 8481 80 requires a commercial invoice, transport document (CMR, B/L or AWB), EORI number, technical specification and CE declaration. For preferential rates, a certificate of origin is needed. PED-subject valves require a certificate. Duty rates should be verified in TARIC.
Do valves under 8481 80 require PED certification?
Valves under CN 8481 80 for pressure installations above 0.5 bar require PED 2014/68/EU certification. Low-pressure valves may be exempt from full conformity assessment.
